I am failing to enable billing. I go to billing settings then enable billing, I set my daily budget, select country (.il) and go to google checkout. Then I complete my credit card info, and finish the payment.
Then I am told to wait 30 min. At the end of that 30 min, I received the following: Google Services has cancelled your order. You won't be charged.
