Installable in the context of Apps Market Place means make it accessible for single-sign-on from google apps. It doesn't matter at all whether the app is on appengine or anywhere else. However my experience so far with Apps Market Place on AppEngine is that I couldn't get the billing jar working yet, but I just started now digging into that stuff.
