The per minute quotas are documented at

<http://code.google.com/appengine/docs/quotas.html#Mail>The max is 5,100
recipients/minute although the API limit is 4,900 calls/minute.
Your 10,000 is right in between.

You might want to benchmark your requirements for yourself...
