When i saw that google had added a high latency image serving service to app 
engine i was very excited.
I recall tho that to use it in the production server you have to have billing 
enabled - is this still true
or have google now allowed this service in the free quota service for start-ups.
Of course i realize that any app worthy of such a service should have enough 
usage to need billing - i am only interested as from a start-up point the usage 
may be low and if we can use this service at launch rather than have to enable 
it later - would be a nice treat.
