The issue seems to be profile pictures. I tried removing my profile picture via the GMail -> Settings -> My Picture, then run the test again and it worked fine. I checked the XML for both requests (one with profile picture and one without) and the only difference is that the one with had an etag attrb on the photo link tag. from the documentation (http://code.google.com/apis/contacts/docs/3.0/reference.html#Photos) this looks to be expected behavior.
