 There is basically no relationship.  Every thing you describe below
is a result of the funky google accounts stuff.  This will likely
either get much better or significantly worse when all Google Apps
accounts are made into Google accounts; either way, we'll know soon.

  If you mean that you 'registered' the application at appspot.com and
it didn't show up subsequently, then you might try going to:
    https://appspot.com/a/yourappsdomain.com

  You've used that number for an account already.

  You can fill out the SMS issues form to get your other account OKed.

  You can map an app to as many domains as you want to.  If you run
out of app slots, you can request more if there is a legitimate need.
