What is your role in the apps shared with you? If it's OWNER, I believe it counts against your quota.
If it's DEVELOPER or VIEWER, I believe it shouldn't, and you should still have 6 more available to create. Unless something else is happening in your case, then someone from Google is more qualified to clarify the issue.
