We often get questions on this list about how to sign up for an App Engine Account in the case where you are not able to receive SMS messages, or if you don't have a mobile phone. If you have those or similar issues, then as described here: https://developers.google.com/appengine/kb/sms#error you can fill out a form: https://appengine.google.com/waitlist/sms_issues which will put you on a list to receive an invitation. (Note that this list is not processed automatically, so there can sometimes be a few days' delay).
