file = urlfetch.fetch(url) 
tree = lxml.html.parse(StringIO(file.content)) 

I dunno why. Using StringIO was also key. I think due to some characters in 
the html file. 

It is weird that tree = lxml.html.parse(url)  worked nicely on the SDK but 
not on GAE. that was confusing.
