If you've set up 2-step verification, you'll need to generate an
application-specific password -
http://support.google.com/accounts/bin/answer.py?hl=en&answer=185833.
Or, you can use oauth, e.g.
  % appcfg.py update --oauth2 <project_dir>
then follow the instructions.
