Same problem here. My configuration:

   - Windows 8 x64
   - ActivePython x86 2.7.2.5
   - GAE SDK 1.7.5
   
The warning message is this:

*WARNING  2013-02-22 08:28:36,269 py_zipimport.py:139] Can't open zipfile 
C:\Python27\lib\site-packages\setuptools-0.6c11-py2.7.egg-info: IOError: 
[Errno 13] file not accessible: 
'C:\\Python27\\lib\\site-packages\\setuptools-0.6c11-py2.7.egg-info'*
