To answer some of the questions on this thread: We are looking at the App Engine GCS Client library as a potential successor to the Files API. We believe it to be stable enough for general usage, but it is still a new library. For new users starting to write new code we recommend using GCS Client. If it's not meeting your needs or you encounter problems please file a bug at https://code.google.com/p/appengine-gcs-client/issues/list
It is still the case that using the GCS client counts against URLFetch quota.
