Google has finally officially ackowledged the problem on the google-appengine-downtime-notify group.
Also, it seems that the tasks are actually executing, but they are still being listed in the admin console task queue list. Something is slow about updating that list. I determined this by checking the logs for "/_ah/queue/deferred" which are tasks, and comparing the X-Appengine-Taskname header to the tasks listed in the queue. I have tasks completed 10 minutes ago still listed in the queue.
