I've heard of 2-3 minutes of initial deployment downtime before, usually due to (very) transient errors, errors in deployment, errors in application initialization, and/or errors in instance spawning. But 5 - 10 minutes of downtime from deployments on a semi-regular basis, that's something extremely unusual. You might want to try installing AppStats to see if there are any hanging or slow calls during init causing this downtime.
