Thanks for this tip. I experienced similar issues yesterday (10/17) with my app including hi latency and timeouts on API requests as well as dynamic instances failing to start due to timed out warmup requests. This went on for several hours. I tried several things unsuccessfully, including killing instances and starting new ones, changing front-end instance class, and changing the app version. After disabling/re-enabling the app (java), the problem went away.
