We had a similar problem starting 10/31/2013. It had been working for 5 years and just stopped with an immediate SocketTimeoutException (java sdk) at URLFetchServiceImpl.java line142.
Somehow we got it working. Here's how: Instead of using HttpURLConnection with the domain name we used the ip address, and it worked. Then we switched back to the domain name and it still worked.
