There's a Maven version 3.1.0 available in the Maven downloads service: go to http://archive.apache.org/dist/maven/binaries/ and look for the files *apache-maven-3.1.0-bin.zip* or *apache-maven-3.1.0-bin.tar.gz* (depending on your preferred filetype).
