in Beta, there was no need to pay anything.

Now that we have started to let people in, we need to confirm their e-mails
and since we have 4000+ users, it's become a problem for us since we can
confirm at most 100 people a day.

As I have understood it, as soon as the first bill is cleared (5 days?) the
quota might be raised, but that really doesn't help us NOW.

If there was any sort of warning for this when registering the app (there
might have been one but I missed it?) we would have solved this way
earlier, but alas...

As far as I can tell there isn't anything about this in the documentation
either (in true google style), but rather I have read about it here in
random comments and on StackOverflow.
