You write “Google says the issue was resolved”; which issue? As far as I am 
concerned they have never acknowledged my 503 troubles and after a few hours it 
just goes away.

Once in a while, John Lowry sends a message that there are issues, these issues 
have never affected my app; and when my app is affected by something like this 
the dashboard shows everything rosy and no message in the downtime-notify list.
