You can't replicate to a Cloud SQL instance as a slave, see the overview
section here:
https://developers.google.com/cloud-sql/docs/replication#replication-overview

However, depending on the way your in-house machines are set up, it may be
possible to set the Cloud SQL machine as master and then configure your
in-house machines to serve as slaves.
