Sorry about the trouble. We're currently experiencing heavy load on our Quota management system, which is causing reported usage amounts to be pessimistically assumed. Due to a weakness in the Admin Console implementation, we fail to at least provide a warning that the amount is inaccurate; I've filed a bug report to see if we can fix that. Perhaps surprisingly, the granularity of the inaccuracy happens to be this seemingly "magic number" of 2**31-1. The reason for this has to do with the fact that this particular resource ("Simple Searches") is unlimited (for billing-enabled apps).
Your observation that this problem is intermittent jibes with the notion that it is related to the overload, which of course varies over time. By the way, the amount of money that you'll actually be billed is computed from an entirely different source. So there should be no worry that you'll be asked to pay $100,000.
