Ravi - No, App Engine does not work reliably in China. However, AppScale (www.appscale.com) works very closely with Google to provide a solution for App Engine customers that want to bring their App Engine applications to China. You can run your App Engine app, unmodified, on AppScale and then run in a mainland China data center, including AWS Beijing. We have helped many Google App Engine customers take their applications to China without modification using open source AppScale.
