Under the free trial, we went over a quota (instance hours I think) but the quota details page never showed anything on the new dashboard BUT there was a message on the old dashboard! I've never had a quota issue since turning to full billing, as if we hit the quota, with the budget set, that's OK. But I'm sure the quota details page doesn't really give you any proper feedback, with it saying "okay" despite being over or close to the quota limit.
