You're not missing anything, other than perhaps the expectation that this 
feature exists when using the Eclipse plugin only to deploy a Java 
application.

The source browser is a feature of Cloud Source Repositories 
<https://cloud.google.com/source-repositories/>, so it requires that you 
set up a repo and have the Google Cloud SDK <https://cloud.google.com/sdk/> 
installed (so you have access to the 'gcloud' command). Details are in the 
Source Repository docs section Using the Source Browser 
<https://cloud.google.com/source-repositories/docs/using-source-browser>, 
and more concise instructions are also given in the Quickstart for 
Stackdriver Debugger <https://cloud.google.com/debugger/docs/quickstart> 
(which is another great feature that uses source repos).
