There are currently no plans for Node.js on App Engine Standard that I am aware of. I highly recommend you file this feature request on the Issue Tracker, <https://issuetracker.google.com/issues/new?component=187183&template=0> as it will be properly routed to the engineering team there.
Note that scaling to zero instances in the App Engine Flexible Environment is indeed being worked on by our engineering team as it is now in GA (general availability).
