The archetype called 'skeleton-archetype' hasn't been updated since App Engine 1.7.5 circa 2013. Use the 'appengine-skeleton-archetype' or one of the other archetypes listed in the documentation <https://cloud.google.com/appengine/docs/standard/java/tools/maven#choosing_an_archetype> .
