As described in the blue 'Note' in the documentation <https://cloud.google.com/sql/docs/postgres/connect-app-engine>, your instance type is PostgreSQL and connections from App Engine to PostgreSQL are not currently supported in the App Engine Standard environment.
Our engineering team is aware of this <https://issuetracker.google.com/35897413> and are currently working on supporting this.
