If you check the "Quickstart for .NET in the App Engine Flexible Environment" and click on the "Install the .NET Core SDK, LTS version" link <https://www.microsoft.com/net/download/linux#/lts>, you'll notice that the indicated version is 2.1.3. By contrast, your version is 1.0.
