Hello You can check if the port associated with the SQL services is open on the GCP firewall <https://cloud.google.com/vpc/docs/firewalls#firewall_rule_components> for this Windows server instance, in order to make a connection. Also, verify Windows server firewall is not blocking the the port associated.
