It appears that you may be experiencing the same "code=13" issue as this Google Groups thread <https://groups.google.com/forum/#!topic/google-appengine/kkWvsG9bBkY> or this Public Issue Tracker case <https://issuetracker.google.com/63093272>. A possible workaround is to deploy using "appcfg.py". If your issue persists, I highly recommend reporting the issue <https://cloud.google.com/support/docs/issue-trackers>on our Public Issue Tracker so proper attention can be given to it.
