The tutorials you pointed out are for IntelliJ IDEA not for WebStorm. Here 
is the thread showing the supported IDE's and features available:

As an alternative (and recommended) way of deploying your App Engine 
application is by using Maven. For example:

If you are using the App Engine SDK-based Maven plugin, use the command:

mvn appengine:update

If you are using the Cloud SDK-based Maven plugin, use the command:

mvn appengine:deploy
