Good catch! Maven and gcloud release usually launch together, so they may lag behind the binary SDK release for a short period of time. For this release, while the Java binary SDK release was available on 2018-10-03, gcloud <https://cloud.google.com/sdk/docs/release-notes> and maven central <https://mvnrepository.com/artifact/com.google.appengine/appengine-api-1.0-sdk/1.9.66> were updated on 2018-10-09.
