We increased our daily spending limit after reaching our previous set 
value, after the increase our instances are once again running and 
responding.
However, any remote requests from a GAE instance always faults with the 
message dial tcp x.x.x.x:443: i/o timeout

Now our instances keep scaling up (and increasing in cost) and none are 
working as expected. We've tried to redeploy instances, also tried to 
deploy with different version names, same result.

Any help/suggestions?
