Have you tried using idle instances 
<https://cloud.google.com/appengine/docs/standard/python/config/appref#min_idle_instances>
 
and enabling warmup requests 
<https://cloud.google.com/appengine/docs/standard/java11/configuring-warmup-requests>
 
?
That will improve the scaling of the application, therefore it should make 
it start faster.
