You might be right about a non-displayed outage, but this needs further investigation. This means accessing private data such as project numbers and other details that should never be published in a public forum like this one. If you think this is a App Engine Flex issue, you should open a bug in the Public Issue Tracker <https://issuetracker.google.com/>, where dedicated specialists will open an investigation and solve the issue in real time.
