Your request looks fine. Mine is exactly the same and I'm not having any
problems.

On occasions I get the same response when the report is not available. You
can replicate this problem by setting the date in your request to be the
current day. (ask for a 2009-03-19 report on 2009-03-19). As I recall from
the docs, new reports are available at 12:00pm Pacific time, 2 days ago.

You might try an older date like 2009-03-15, just to see if the problem is
date related.
