Hi William, Yes, that is by design. For what concerns 1), the admin can set forwarding for an user but the new settings will only be applied when the user logs in for the first time and accepts the terms of service (see http://code.google.com/googleapps/domain/email_settings/developers_guide_protocol.html#Limits). This is required for legal compliance. 2) is not exactly correct, you can setup forwarding to an external address but only if that address is verified by the user first.
