Hey Mike, Did you try using GET via the API to check if it returned the newly-created account? There are situations in which the accounts get created but the cPanel doesn't update them immediately. A delay of a few minutes is normal, anything exceeding that should be a matter of some concern. If the retrieve via the API worked, I'd suggest you to get in touch with the Google Apps Support centre for help.
