I've just spent a day writing a C# application to integrate with the Provisioning API and the Email Settings API for the purpose of being able to update the signatures for all of our domain users to a new one. I can retrieve signatures and user profile information and everything now, but when I finally got the bit about actually updating the signature, I get back the error that signatures must be at most 1000 characters of plain text!
I've (obviously) Googled about it and see lots of people moaning about the same thing. The last comment I see was in February that it was on the request list. So how far up the list is it now? This is a total show-stopper for us as our signature is about 3800 characters of HTML.
