Hi Onno, Sorry for the delay in getting back to you, this week everyone at Google is very busy because of Google I/O. Unfortunately, there's no API to manage Google Groups but only for Google Groups for Business. If you can't use the latter because of the limits on the number of messages to be sent to external addresses, I'd recommend checking third-party mass mailing solutions, including those available on the Google Apps Marketplace.
