Hi Tomas, I can't say for certain but this may be better solved with a support ticket to support. They may be able to set it on the backend for you. This of course assumes you have Business or Education Edition. Free domains cannot open support tickets.
It does look possible on a per user basis via the Calendar Data API though: http://code.google.com/apis/calendar/data/2.0/developers_guide_java.html#UpdatingCalendars see the creating calendars topic just above to see how to set the calendar object's timezone.
