Hey, We thought about your question more and want to know why do you require to unlock Captcha programmatically. Are you seeing a lot of Captcha's that you want to avoid? You cannot unlock Captcha's using Google APIs, but you can avoid them. Captcha is a security measure against frauds, and we need to use them if suspicious activity is seen.
http://code.google.com/googleapps/faq.html#captchas gives you answers on Captch. It says that Captcha errors might occur due to many authentication attempts. You shall cache your authentication token and reuse it for all Provisioning API operations while the token is valid. If you are having any other problem with Captcha, explain to us.
