I am seeing the option to enable Provisioning API in Standard/Free domains now also (been there for a month or so if I recall):
I've tested this with GAM and found that some API calls like creating accounts work but others like retrieving nicknames do not. Also Email Settings API and Email Audit API do not work. Might be a good idea if Google clarifies in the docs what's supported/works and what isn't for Free Edition today.
