Also concerning the Reporting API. The documentation states that the accounts report will return up to 100,000 users per page<http://code.google.com/googleapps/domain/reporting/google_apps_reporting_api.html#XML_Element_Definitions>. I don't have any Google Apps domains with that high a user limit to test against but I have a user saying that the report is getting paged at 10,000 accounts, not 100,000 (I don't have anything above 10,000 users either).
