Hi Chamika, I believe that through the Provisioning API you can't accomplish that but you should take a look at the Shared Contacts API [ http://code.google.com/googleapps/domain/shared_contacts/gdata_shared_contacts_api_reference.html].
If I'm not mistaken just by enabling contact sharing on your domain any user should be able to access a list of all domain users. You can enable contact sharing by going to the control panel (manage this domain), settings, and click on contacts.
