Hi daroc54, A URL for password changes must be provided in the SSO Settings before you can enable SSO for Google Apps. The intention is that the SSO application would take care of changing the SSO password (or the backend LDAP / AD / whatever password) as well as changing the Google Password so that the two are in sync.
An SSO app can change the Google Password using an administrator account and the Google Apps Provisioning API<http://code.google.com/googleapps/domain/provisioning_API_v2_developers_guide.html> .
