Currently it is not possible to query for the organization policies using
the API.
This is a valid feature request, you can file it in our issue tracker:
http://code.google.com/a/google.com/p/apps-api-issues/issues/list

Please describe your use-case clearly so that your feature request can be
prioritized accordingly.
