Theres no testing or staging side to Google Base, at least when submitting data feeds.
You can do a dry run test (http://code.google.com/support/bin/ answer.py?answer=55072&topic=10187) with the API but that only validates you xml data/formatting. I'd recommend taking a single customer and working through a small portion of items to learn how the systems work and to develop your internal workings slowly.
