I have bypassed the problem discussed above by creating a new Google account. Everything works as expected using the new account so the symptoms described were the result of something associated with the original account.
I still have no clue but I'm curious. If anyone has any ideas at all I would like to hear them. The one difference between the account that does not show anything on the Dashboard and the one that does is that the one that doesn't was not based on a GMail account. Could this be the problem?
