For Deleted use EXDATE: (and not EXDATES:..) For adding a "modified" exception use the <ID> from the main RRULE-Event e.g. add in xml:
<gd:originalEvent id='<ID>' href='<link of RRULE-Event>'><gd:when startTime='<OriginalExceptionDateTimeUTC>'/></gd:originalEvent> (the real "<gd:when startTime..>" outside <gd:orginalEvent> can hold a new, different datetime - moved...)
